This playbook documents lessons from Andhra Pradesh’s Proof of Concept and early scale-up experience with Personalised Adaptive Learning (PAL) in government schools. It explores what it takes to implement PAL effectively at scale, covering areas such as defining objectives, procurement and vendor selection, school and teacher preparation, project management, monitoring and evaluation, and contextualising PAL solutions to the state’s needs.
Drawing on the Andhra Pradesh experience, the report highlights the importance of strong government ownership, clearly defined roles and accountability, teacher buy-in and training, adequate device access, integration with classroom teaching, and ongoing monitoring and support. It also identifies challenges and open questions that States should address before scaling PAL, while offering practical principles and processes that can be adapted to other government-school contexts in India.
