The NIPUN Bharat Mission: Best Practices Compendium brings together field-tested approaches from States and Union Territories to strengthen foundational literacy and numeracy (FLN) and support every child in attaining foundational skills by the end of Grade 3. The Compendium captures how states are translating the national mission framework into context-specific classroom practices, system reforms and implementation models.
Organised across 10 pillars of NIPUN Bharat implementation, the Compendium covers mission salience and communication; assessment and target setting; teaching-learning materials and student resources; teacher resources; teacher training and continuous professional development; academic mentoring and on-site support; early childhood education; monitoring and review; decentralised planning and ownership; and community engagement and parental participation. Together, these pillars present the full delivery chain of foundational learning—from policy intent to classroom practice and learning outcomes.
